Dear Title Professional: The new tax sales procedures in the District permit judicial foreclosure actions to be filed as of January 28, 2002. The District of Columbia Office of Tax and Revenue ("OTR") is drafting regulations this week. We are presented with an excellent opportunity for the members of the title industry to have input into that process.
Next Wednesday there will be a brown bag lunch seminar at the D.C. Bar at which time Susan Lee, Lisa Lee, Connice Hogue, Robert McKuen (all of the DC Office of Tax and Revenue) and Roy Kaufmann (of Jackson & Campbell, P.C.) will be speaking on the new tax sale procedures.

Similarly, if you have any comments about the statute itself (47 D.C. Code 1330 et seq), I would again volunteer to serve as the conduit to OTR, with the goal to have the changes included in an Omnibus correction to the statutes.
Please consider attending the seminar on Wednesday, February 13, 2002 beginning at 12:00 p.m. at 1250 H St NW (lower level). To register, please call (202) 747- 4700 and ask for the "Sections Office". This seminar is unique in that almost all of the administrators of the new statute and regulations will be assembled together to answer specific and procedural questions.
The District's predatory lending bills have been marked up by the Committee of the DC Council and have been sent to the full Council for consideration. David H. Cox, (of Jackson & Campbell, P.C.) who has been spearheading the efforts on behalf of the title industry, reports substantive improvements have been made to the predatory lending provisions, not the least of which being the elimination of the controversial "Form 205" and the relaxation of otherwise onerous provisions. The foreclosure law revision will be examined by the same Committee shortly. In the meantime, the law enacted last year on both issues remains suspended until, at least, early March, with the Council expected to extend the suspension date to allow time for replacement laws to be passed and to become effective.
