Josh Ulman is Counsel to Jackson & Campbell, P.C. and is a member of the firm’s Business Law and Employment Law Practice Groups. Josh’s practice focuses on representing businesses, nonprofits and public entities on employment and labor related issues, including matters involving the ADA, FMLA, FLSA, NLRA, OSHA, reductions in force and employee discipline and separation. He also regularly represents businesses, associations, nonprofits and governments on public policy and government relations matters, including advising clients on public policy litigation and assisting associations in forming and operating legal defense funds.

Before joining Jackson & Campbell, Josh practiced for firms in the District of Columbia and Providence, Rhode Island. He also served as the Director of Labor Law Policy at the U.S. Chamber of Commerce, labor and employment counsel at the Chamber’s public policy law firm, and Director of Government Relations for an association of human resource executives from Fortune 500 companies. In addition to his legal practice, Josh has represented clients on a wide array of government relations matters, including as Washington representative for several business and professional associations in industries ranging from higher education to construction to arboriculture.

Josh is a member of the Labor Relations Committee and Small Business Council of the U.S. Chamber of Commerce. He is also a member of the Society of Human Resource Management (SHRM). He regularly presents to businesses, public entities and human resource professionals on legal and public policy issues, including the National League of Cities, the Equal Employment Advisory Council, National Public Employer Labor Relations Association, TIAA-Cref, the Tree Care Industry Association, the Retail Industry Leaders Association, the Professional Landcare Network, the International Public Management Association for Human Resources and the College and University Professional Association for Human Resources.

He received his J.D. from the George Washington University Law School and his A.B. from Vassar College. He is admitted to practice in the District of Columbia, Massachusetts and Rhode Island.
